| 0.25 cup | 60 ml | scallions, roughly chopped |
| 2 tbsp | 30 ml | olive oil |

- Press the "Sauté" button and heat the oil until sizzling. Then, brown the beef in batches.
- Add a splash of red wine to deglaze the pot. Add the remaining wine, sugar, garlic, broth, soy sauce, red pepper, and bay leaf.
- Secure the lid. Choose the "Meat/Stew" mode and cook for 35 minutes at High pressure. Once cooking is complete, use a quick pressure release; carefully remove the lid.
- Press the "Sauté" button again and add the arrowroot powder. Let it cook until the sauce has reduced slightly and the flavors have concentrated. Serve garnished with fresh scallions and enjoy!
